Margy Waller, former domestic advisor to
President Clinton, says the program promotes the misguided idea that
poor people could be successful if they just made better choices. And
she says working full time just isn’t enough.

Our economy is struggling and it is very difficult for people to move
up and out of a low wage job, mostly because there aren’t enough good
jobs for them to move into. And that is something that deserves his
attention.
